Start with outcomes
An integrated command and control centre exists to make a city respond faster and report better. Put those outcomes at the top of the tender: how quickly an emergency call reaches the nearest unit with the cameras around it, how camera coverage is proven ward by ward, and which city indicators the centre must report. ISO 37120 and its companion standards give a shared vocabulary for those indicators.
Name the systems it must join
Vendors can only price what they can see. List the systems the centre must bring together, with makes and interfaces where you know them:
- CCTV and the recorders behind it, with camera counts per department
- Traffic: signals, enforcement cameras and the e-challan process
- Utilities: water, power, lighting and waste telemetry
- Emergency calls and dispatch, and how units are tracked
- Citizen service requests from every channel
- Public warning through sirens, SMS and signage
Prefer open standards where they exist, such as CAP for public warning and NGSI-LD for city data, so the centre is not tied to one supplier’s adapters.
Ask how it fails
A city’s links fail. Ask what each site does when it loses the centre: does it keep recording, keep handling its own alarms, and catch up when the link returns? Ask where the data is hosted, whether the system runs on the city’s own servers, and how updates reach a network with no internet access.
Write the process in
Screens do not run a centre; procedures do. Ask for SOPs that guide operators step by step, call-taking with caller location, dispatch with unit status, and an audit trail of every action. Where enforcement is involved, require that a person confirms each violation before a citation is issued.
Test it on your feeds
Make acceptance depend on your own cameras and systems: a live demonstration on city feeds, a failover drill with a site cut off, and reports produced from real events. A supplier who can do that before contract can do it after.
RCC runs as a city’s ICCC on the city’s own servers. See RCC for smart cities.
